This release focuses on librnd4 switchover.

Feature highlight (bugfixes are listed in the Changelog):

1. many of the devhelper scripts got moved to librnd to be shared with
   other Ringdove apps

2. the generic low levels of the font engine got moved to librnd for the
   same reason
