Release notes for libmawk 0.9.4

This release is about cleaning up:
 - some deprecated features are removed (DOS support)
 - big scale compiler warning cleanup
 - memory leaks are patched
 - portability #ifdefs are cleaner, scconfig detects more of the settings
 - removed last globals and reconfigured the parser for reentrant use

Next release will focus on porting libmawk to more exotic UNIX systems.
