In pcb you hit ":" and write pscalib, up comes a ok/cancel box to enter 
the lprcommand. Whatever you write in that entry comes out as a file, 
e.g. a file named "lpr", "cat > tt.ps" (not what one expects), which is
a valid ps file. You can then print out that file, measure, calculate
the calibrations constants and enter them manually in the ps-export dialog.
E.g. entering 0.5 and 0.5 there gets you something scaled down to half
the size.
 
Well, this is clearly broken on the pcb side.
 
You are better off having a static ps file to print out. Something like
 
%A4: 210 297mm
%72 per tum, 72/25.4 per mm
/a 72 25.4 div def
a a scale
0.1 setlinewidth
 
 0 10 297 { 0 exch moveto 210 0 rlineto stroke } for
 
 0 10 210 { 0 moveto 0 297 rlineto stroke } for
 
showpage
 
would suffice.
