Same on this one, went from empty r0 to HEAD without error.

This, and the error message suggest one of these:

1. Very unlikely, but it could be that the dump file is broken in 
transport. Test method: try to do multiple runs from scratch and see if 
it's always the same revision that breaks and the same error message.

2. It could be an svn bug, maybe something between versions too far away; 
server is 1.9.5, and I happen to have the same version on the mirroring 
side as well.

If these don't help, we could experiment with svnsync, which would do the 
rev lookup, svnrdump, svnadmin load, pretty much replacing most of 
svn_mirror.
