OK thanks. I have been looking at JLCPCB and I don't think I have anything remotely near their size limits. They do a cheap protoype deal so I will try them. I have erred on the large side for holes. I'd rather the components were too loose while soldering, especially as I don't always know in advance exactly which component I will use. I have a variety of hole sizes, and I was concerned that there might be a restricted set of specific sizes, but JLC just specify min and max.
