Thanks, very good test case and considerations! Fixed in r28492, please 
test.
 
The bug was indeed about mirroring polygon padstack shapes: it did mirror 
the coordinates properly, but this, as a side effect, reserved the 
orientation of the polygon (flipping the normal vectors).
