Yup, thanks, this looks like a bug - I'd expect this to happen only if  
'as-shown' is true. Added to the TODO.

On my png export here: holes drill through silk. If you see a difference 
in this it may depend on your export settings. Please prepare a test case, 
with the pcb-rnd -x command line that produces the problem.
